The Ohio Department of Mental Health and Addiction Services and The Ohio State University Wexner Medical Center are pleased to co-sponsor the 2015 Annual Forensic Conference:  Contemporary Challenges in Forensic Mental Health.  The conference will be held on Wednesday November 18th, 2015 at the Crowne Plaza North, 6500 Doubletree Avenue, Columbus.

This conference will appeal to a broad range of professionals who work with people with mental illness and are involved in the justice system.  

Merrill Rotter, MD, is the featured keynote speaker. Dr. Rotter is Associate Clinical Professor of Psychiatry and Director of the Division of Law and Psychiatry for the Department of Psychiatry, Albert Einstein College of Medicine.  His presentation is titled, “The premise of Criminalization and the Promise of Offender Rehabilitation:  Reentry, Recidivism and Recovery.   We will also have our perennial Legal Update presented this year by Joy Stankowski, MD and Douglas Mossman, MD.  
This year’s conference will include an Ethics Track dealing with forensic report writing and the ethics of providing treatment to people in the criminal justice system.  There will be an array of 11 workshops addressing such important topics as outpatient competency restoration, housing options, supported employment opportunities, research on offenders with intellectual disabilities and mental illness, forensic monitoring, and the new guardianship rules.  A highlight of previous forensic trainings has been a panel of forensic consumers and this will also be featured this year.

Objectives

Participants will be able to describe at least two of the latest findings on addressing the clinical needs of offenders with mental illness, with particular focus on addressing criminal recidivism.

Participants will be able to list at least two of the necessary adaptations to the incarceration environment.

Participants will be able to list two select Supreme Court cases or legal decisions that are most relevant to the field of forensic psychiatry.  

Participants will be able to articulate the rationale for, and identify principles of restructuring Forensic Evaluation Reports.

Participants will be able to describe various models of Forensic Evaluation Reports that meet professional and legal requirements. 

Participants will be able to identify threats to objectivity in forensic evaluation and describe possible remedies to minimize the influence of bias

Participants will be able to create a clinical example involving an individual determined to be incompetent to stand trial in which proper psychopharmacological treatment enables the state to impose criminal punishment.

Participants will be able to describe methods for applying the principle of autonomy to the treatment context of restoring criminal defendants' competence to stand trial.

Participants will be able to articulate different types of outpatient competency restoration and be able to decide when outpatient competency restoration is appropriate.

Participants will be able to identify collaborative IDD/MH service delivery models that support positive outcomes for individuals involved in the criminal justice system.

Participants will be able to list at least two principles of violence risk management when working with people on conditional release.  

Participants will be able to explain key concepts within the Rules of Superintendence (Sup.R. 66.01 thru 66.09) on adult guardianship.

Participants will be able to describe the historical development of housing dilemmas faced by people who have a mental illness and are involved in the criminal justice system.  

Participants will be able to articulate the principles of individualized placement and support model (IPS) for employment.

Participants will be able to describe two of the challenges to community adjustment encountered by consumers in the forensic mental health system.

Participants will be able to cite to one or more cases and/or statutes relevant to understanding their legal and ethical forensic responsibilities.
